What kind of traffic cameras are these?

I often travel in the Bristol area and keep meaning to post here to ask what type of cameras are at the the roundabout where the A4174 meets with the M32 roundabout at junction 1.

From looking online for speed or traffic light cameras I can't find any at this location, therefore they must be something else. But what? Monitoring traffic flow perhaps?

They are relatively small and grey - from looking at Google Streetview each camera has one smaller circular "lens" above the other.

I'm under the impression that they're just traffic monitoring cameras.
