Just had a call from a friend, if we can please assume she's telling the truth (I think she is) then what's the thinking here:

She parks, sees a traffic warden, says "I'm just off to buy a ticket."

Warden replies, "that's fine no worries."

She goes and buys a ticket and puts it in her car. Two weeks later gets a letter saying she parked without paying. No parking notice was left on the car. She emails the council to say she did speak to the warden and bought a ticket but nothing was left on her car so she didn't retain her parking receipt.

Council have replied, "tough, pay up" along with a photo of her car with no ticket which must have been taken whilst she was at the machine paying.

Furthermore because nothing was left on the car, she missed the chance to pay the reduced fee, although of course if it had been on the car she'd have retained her ticket and had nothing to pay.

Now, seems brutal to me and the warden is clearly a turd. But presumably she's screwed here and the best she can hope for is the option to pay the reduced fee?

how long did it take her to buy a ticket?

In our local car parks with enthusiastic wardens I would estimate that it would take me about 2 mins to walk from the car to the machine pay for a ticket and back - ie not very long perhaps quicker even.

does the ticket give a duration ie seen from x time to y time?
