This is the correct answer. They can be looked up online by anyone who needs to know.
Not disagreeing with you as I don't know the actual answer, but I recently had to get a code to share my licence details for a driving day and had to enter my driving licence number, national insurance number and postcode. So presumably the "anyone who needs to know" would have to know those details? antspants said:

No, you apply for the code online and share the code with the hire car company who use it to look at your record.KevinCamaroSS said:

No, you apply for the code online and share the code with the hire car company who use it to look at your record. The "anybody who needs to know" can then only access your details if you give them the access code which is only valid for a limited time.

As an aside - why is the driving company interested in that? You either have a license or you don't, I was not aware that you could not rent a certain car if you had points.
I suppose it will be at the hire companies discretion whether they rent you one of their cars or not. The code could let them see if you have been disqualified before or not, aswell as any normal points on licence for speeding. I suppose it gives them an idea of who they are dealing with. I wonder depending on licence history could they refuse you the waiver option for insurance, or use it as an excuse to charge extra.
I think alot of countries outwith Europe won't be aware of a need for a code anyway. I hired 2 cars in Australia this year with different hire companies. Neither asked for a code to see my driving licence history and were happy just to see my licence.
