Hi all, have gone into work to revise today parking the car in a bay outside the office.

Been back down to collect my bag as I left it in the car and have managed to pick up a parking ticket. Timing of events are:

10:33 sign into building, go upstairs
10:34 ticket issued
10:37 phone ringo from the office to pay for parking (no signal on street)
10:45 go back down to find a ticket on the car

I've taken a photo of my building sign in sheet showing me arrive 1 minute before the ticket was issued and another of my call log 4 mins later when the call was made to pay.

Chances of a successful appeal?

Roughly zero.

Do you have any proof that you didn't go for a coffee or something between parking and going to the office?

Definitely worth a go I think. I made a balls up on the congestion charge a few months back and after a few letters was surprised to get let off. You don't have anything to lose by tying - good luck.

Nothing here is open on a Saturday, that and the fact the car is parked literally in front of the building.

Do you also have any proof that you didn't murder anyone between parking and going to the office?

I think you need as much proof as possible of things that you didn't do. If you are Pippa Middleton's husband you may have trouble backing up your story that you were revising.

I think I know which is a slightly more common situation.

I have both not been for a coffee today and not murdered anyone. It's almost an everyday occurrence for me.

I should have more of these conversations to boost my post count

It would have to have been a bloody quick coffee to take only 3 minut8.
A murder, of course, can be a lot quicker. In fact you had nearly enough time for a massacre.

Oh,and yes,go for the appeal.

That is the plan - any precedents?

Would it help if I said my mobile network is virgin, hence not having good phone signal is half the country (especially when surrounded by tall buildings/in busy places)

You were on your way to pay for the ticket, and 4 minutes is hardly an excessive amount of time taken. Definitely appeal. It would be outrageous if traffic wardens ticketed you while you were walking to the meter!

What do the Ts and Cs say about leaving the vehicle unattended before you have paid?

no conditions visible on the sign, just a number and location reference to call up & pay

He paid for the ticket by phone.

Exactly. There's a direct analogy. Just because he paid by phone doesn't make his trip to a working phone any less going to pay. Indeed, if the car park is cashless, there's possibly an argument that lack of signal corresponds to a broken machine...

So if there was a phone box there, and was broken, and still no mobile signal, what can you do, I think his call is timed before the ticket was issued, and I am pretty sure he can get proof that his network doesnt work in that location from the network providers.

Fight it tooth and nail.

Well I sent the soft appeal off for this on the day I got it - turns out it was an Islington ticket

They sent an auto-reply saying that they will respond within 10 working days....I've still not heard a thing!?!?!

It's always worth a try to appeal a PCN, even if you think there is little chance of success.

As it happens, I'm also waiting to hear back form Islington on my appeal for a moving traffic offcence that I challenged a few weeks ago.

My previous PCN was also from islington, where I successfully challenged a parking PCN for parking without a permit.
