Waterproof rucksack/backpack recommendations

About to start to commute on the bike and need recommendations on which waterproof rucksack/backpack to get!?! Before anyone suggests it, I don't want panniers or a waterproof cover!
I'll be carrying a large tablet (Surface Pro type) and clothes/jacket/shoes so must be fully waterproof, lunch/dinner and a shaker (protein).
Will also be cycling for the first time in the dark so would like to be clearly seen.
So far my favourite is this one:

I was looking at these a week or two ago and plumped for Lomo day sack in black at £30

I have some ortlieb panniers already, but do much of my commute on the train/walking and need something really comfy to carry around. To echo earlier comments though, I don't wear it on my back on the bike, it goes in the super cool basket I have on the top of the rack at the back. I don't need the bag to be hi-viz, just waterproof. I read a comment on a review that said the pro-viz one wasn't long-lived.
Previously I had been using an old berghaus rucksack I'd had for 25 years - sadly no-longer remotely waterproof. So I kept a hi-tech bin liner in it and put it inside when the rain was bad. That worked fine for the most recent November, December, Jan and Feb - just a bit of a fiddle and I felt I'd saved the train money enough to treat myself to this and some proper mudguards.

Cheers guys, with regards to the reflect360 http://www.provizsports.com/en-gb/reflect360-cycli... is it actually waterproof, it says this in the blurb 'Highly water-resistant material: 1500mm water column'. Not sure what that means exactly?
To answer my question, I sent an email to them 20mins ago thinking I won't get a response until Tuesday, just received this:
'The rucksack will withstand solid rain but will not be able to be submersed. This is why it is water-resistant and not stated as waterproof'.
Like the look of the Lomo.

With what you listed carrying, I wouldn't rule out pannier/porteur rack.
