Brownfield supermarket sites

Do the major supermarket chains have estates departments looking for brownfield sites or is this all completed via land agents?

There is a small shop opposite where I work which is crying out for investment, which I feel would be a suitable candidate for a Tesco Express type of store.

Does anyone know of any email addresses / other contact details where I could put this forward as a suggestion?

Thought Tesco were trying to sell sites not acquire new ones.
