I've been looking at eBay sellers who are advertising, for example, x100 2nd class stamps for £36 instead of £56. Are these safe to use or could customers end up getting hit for postage?

2nd are 2nd, they don't have the current value on them. If they're exactly the same as what you'd get from a Post Office then its well worth it.

I bought a couple of grands worth of 1st class when the price jumped massively about 5 years ago (46p to 60p). Could sell what I have left for a profit now on ebay but not worth the effort.

Sounds like an interesting alternative to an ISA or something. Waiting for another price hike at the post office before you make your move?
