Discovery td5 Odometer reading

Just made referral to the car’s past MOT certificates, with readings being May 2012-98500, 2013-104000, 2014-109000, 2015-114000, 2016-121000, May 2017-128900, and yet today, two months after the MOT was carried out, the car’s odometer now reads 211166.

Since the car's MOT in May 2017 the car has not been in a garage etc., or carried out any unusual high mileage journeys, is there a simple explanation for the odometer reading, how easy is it to revert the reading back to a more realistic reading, or is there a legal, insurance requirement to explain the unaccountable high odometer reading.
