Paint correction & partial respray OR total respray?

I am looking for some advice. My 2001, Basalt Black 996 is in need of some cosmetic improvement.
It has 2 `pinhole dents` - one low down on a door and the other on a wheel arch. It also has a vandalism scratch on a wheel arch that only seems to have gone through the lacquer. The lacquer on the wing mirrors has peeled off in chunks and they look very scruffy. The entire car is covered in swirls and tiny imperfections.
The front end is fairly stone chipped and the front bumper (which has been sprayed before) is not the best colour match, it also has stone chips and some cracking.
I need to take the car to somebody whose opinion I can trust, and discover if it can be brought to an acceptable condition without the expense of a full respray. Personally I would be surprised if it could not - but a couple of people have said `when the time comes, just respray the whole car`
Any suggestions on where to go for expert / impartial advice? I am in Suffolk.
I do not really want to spend a lot of money and then find that my enjoyment of the car is clouded by paint paranoia! it is not a garage queen, and gets used enthusiastically. I think my goal it to get rid of the 2 tiny dents and scratches while improving the surface of the paint generally. What I do not want though - is a patchy car, with poor and obvious paint repairs.
