We have two types of data challenges:

1. A database of candidates which are missing email addresses - how do we get these? We can text them all with a some type of message offering them something, e.g. access to free job alerts but is there any other way to contact them/get this data?

2. A database of client companies which are also missing email addresses - how do we get these? We can text them all with a some type of message offering them something, e.g. emails with the latest contractors we have available (which they will want)but is there any other way to contact them/get this data?

Calling them will be far too time consuming and mailing them, only clients. potentially quite costly. Thoughts?

I think a text is the best way - but whatever you do, it must be as simple as possible.

Send them some sort of unique code/URL that you can track to their profile and just get them to provide an email address.

What volume of contacts are involved on each? This would impact what we did in this scenario....

A link to a google form would be simple enough I would think. The data all comes back in a spreadsheet for you to merge with your existing info quite easily too.

just about enough to warrant an SMS system that generates unique identifying URLs linked to a Database to identify contact in DB and then match phone number in order to place the email address into the correct field.

You'll have to weigh up cost to set up and distribute but consider the predicted conversion rate, how many will likely respond.

Maybe someone can recommend an off the shelf solution for you

Not put a link in an SMS before (use WhatsApp now) but I guess you can? So, text message, click link, fill in phone number and email?

You could use a data cleaning company - get them to match up you records and fill in the missing bits.

Yep, that occured to me too but I am not sure how good they are with personal email addresses.

You may also wish to give consideration to GDPR, under which you need to ensure the data subject (especially the clients (v's b2b)) knows why you are collecting the data, expressly give permission for you to use it in the way you intend, and know how to opt out. Technically you should also record when and where that consent is given. Not easy via a text, so in al likelihood you would have need to direct them to somewhere where this is explained.

Send them a short URL to a sign-up page.

As said GDPR will be in play soon so they have to give consent.

I get loads of st from recruitment consultants, sorry but the reputation is deserved in my experience.

Couldn't you SMS them with the offer/info and just say 'reply to this text with your email address'.

Then the system matches the number that sent the message to the email address and adds it to the DB?

DELETED: Comment made by a member who's account has been deleted.
Conditions relevant for purposes of the first principle: processing of any personal data

1) The data subject has given his consent to the processing.

2) The processing is necessary—

(a)for the performance of a contract to which the data subject is a party, or

(b)for the taking of steps at the request of the data subject with a view to entering into a contract.

3) The processing is necessary for compliance with any legal obligation to which the data controller is subject, other than an obligation imposed by contract.

4) The processing is necessary in order to protect the vital interests of the data subject.

5) The processing is necessary—

(a)for the administration of justice,

[F1(aa)for the exercise of any functions of either House of Parliament,]

(b)for the exercise of any functions conferred on any person by or under any enactment,

(c)for the exercise of any functions of the Crown, a Minister of the Crown or a government department, or

(d)for the exercise of any other functions of a public nature exercised in the public interest by any person.

So Consent is probably the main way you would be able to do what you want to do. (5) does not apply, and I doubt (4) and (3) do either. (2) is a sticky one, and you're best off making sure you have consent as if the third party does not have consent, you're on the hook.
