Council parking permit refusal w/o refund
Discussion
I came to renew my residents parking permit, paid through the council website. Payment taken etc.
On the day of the renewal I received a notice of permit refusal due to a PCN sent to my old address (prior to the DVLA updating the details on my V5.
Anyway, I checked the footage, realised I had committed the yellow box junction offence. Paid up and contacted the council to request my permit was released.
This is the bit which boils my piss. I requested that my permit start date was adjusted to reflect that the council refused to issue it (in spite of taking payment for the renewal). But was politely told to f
k off (by both the long suffering customer service rep and the outcome of the formal complaint) because the council terms and conditions allow them to withhold the permit until the PCN was settled.
A check of the PCN records prior to accepting payment for a permit would prevent this from occurring. As it is, I feel like I have been stolen from due to incompetence.
I am considering submitting an FOI request to find out how many days of permits are being withheld by this process. Before escalating my formal complaint, but interested in other options (or vitriol would be fine too).

Even if I did have a redirect on, this happened sufficiently close to the date that I paid for permit renewal to mean it would not have been received. And the DVLA took two weeks to turnaround my V5 change of address. Which I submitted one week after moving home.I am not innocent here, but I paid for an annual permit and got 50 weeks.

In all honesty, it isn't worth it. This is definitely indignation that a relatively simple change to user experience could prevent this frustration.
Local authority incompetence and outdated systems don't get updated or improved if everyone just said 'f
k it'.
Matching your non-payment of a fine, to another payment would indicate that they are both competent AND have systems clever enough to match the two.Local authority incompetence and outdated systems don't get updated or improved if everyone just said 'f
k it'.i really don't see why the other tax payers in your area should pay extra, because your house move has thrown up some missed opportunities on your part.

The permit was not refused, it was withheld due to your non payment of a PCN.
How is that the Council's fault?
Point of order, Sir. It wasn't ultimately refused, it was merely delayed until he'd paid his debt. How is that the Council's fault?

This just smacks of vindictiveness, why should a moving traffic violation result in a witheld parking permit. Non residents don't get the same punishment so at the very least it's discriminatory .
Non-residents can't apply for a resident parking permit in the first place.Esotericstuff said:

How are the first two paragraphs linked?
