If a tenant has done a runner and still owes u cash and all you have is a piece of paper that says he will pay all bills and is signed by both parties but not a proper letting contract from whsmiths type thing can you take them to court?!

Whose name are the bills in? If they're in the tennant's name then it's not your problem. If they're in your name and you have no idea where the tennant is now I'd say you're stuffed, signed paper or not

You almost certainly have a contract with them, depending of course on what your bit of paper says.

You could recover unpaid rent, but unless you have any evidence of this agreement to pay the bills it would appear you are stuck with them.

If you can find the tenants and they have the means to pay you should be able to get it.

Sorry to say this, but from past experience, you have no chance of getting anything if they have done a runner.

We had a similar problem, solicitor said we could take tenant to court.
Cost us £400 (and I'm going back 10 years).

Unfortuatly, you need a forwarding address of the tenant. We had one at first, but all the tenant did was to up sticks and move on, leaving the landlord after us in the same boat.

It's just not worth the expense.
