If, say, a vehicle crosses a set of traffic lights on a green light and then ends up stuck in a queue (about a car length or two past the solid white line), and then the lights go red behind it... - Can the camera take a photo of that car once the queue starts moving again, even though the car is past the white line already?

No.

The offence is created if any part of a vehicle proceeds beyond the stop line when the red light is showing.

If the entire vehicle has passed beyond the stop line then no offence is created if the vehicle continues across the junction after the lights have changed to red.

The sensors are embedded in the road surface, usually one just before the stop line and a second sensor just the other side. Once past both those sensors the camera will not trigger, so sitting in the middle of the junction should be ok as long as the light was not red when you crossed the stop line.

In those circumstances, there'd be no point sitting in the middle of the junction if your path was clear - just proceed as normal.

No. It may be best to wait for the lights to go back to Green once more.
