I washed and waxed my car a few days ago yesterday 2 days after these marks appeared on the same place on both sides of car that would not come off with car shampoo Polish etc. Then this morning they were gone and then by this afternoon they was back. Any idea I'm assuming it's weather and temp related paint feels smooth still not bubbling.

This is a photo of what it looked like then what it was like this morning but now it's back the same with the white marks.

possibly a driveway type smart repair getting water marks then drying out again in the heat , used to be a problem when cellulose paints were common cars would get spots where the rain stood

It's weird as they don't Polish out but disappear going to compound my car anyway as it's swirl haven haha

Compounds got rid of swirls and not touched the marks but weird how they fade dissappear reappear worse reappear not as bad etc. Bizarre just don't want it to get worse or flake.

Moisture beneath the clear coat?

How can moisture get in there if there no splits in it? And it was wet and cold this Morning but it wasn't there and as the day went on no rain but cold and it came back

From behind or before it was topcoated? I'm sure i've seen the same problem on here before on a TVR if I recall correctly.

It's plastic bumper someone said maybe the plastic has absorbed moisture and under the clearcoat it seems to come and go so it must be weather related. Seems like it's fine in the morning when wet from frost but later in day it's cloudy again. I did wipe the car over this morning to check and it wasn't there. Then it was back about 8 hours after.
Might take a heat gun to it gently with rubbing alcohol. To try to get moisture out.
