Try a picture framer - they will have a big mount cutter that can be set up to do this.

Try giving www.best4frames.co.uk a bell. Some teeth-sucking may occur, but as above a mount can be cut with suitable apertures and to fit a standard or custom frame size.

I do them myself, but absolutely hate doing it, as it is so easy to mess up.
