Intermittent whine from front RHS wheel arch of 1999 996 C4

Hello,
I have an intermittent whine noise from the front RHS wheel arch of my 1999 996 C4.
A zipped M4A sound file is available. This was taken on a smartphone held nead the front RHS wheel arch.
I have taken it to my local Porsche specialist (non dealer) here in the UK, but we have not been able to isolate the issue.
Having browsed several Porsche forums, two potential sources are highlighted.
(1) The Porsche OEM replacement fuel pump, located in the saddle tank in the front of the 996. The fuel pump failed back in July 2017 and was replaced. The intermittent whine noise can be preceded by a "chirrup" when starting the car. The intermittent whine noise is heard around the front of the car, especially from the front RHS wheel arch area. We opend the fuel filler cap and listened into the C4 saddle tanks, but the whine did not appear to get louder. I woudl expect it to, if it was the new fuel pump making the noise.
(2) The AC system. In Aug 2017, the AC system was checked over and one of the front to back AC pipework components (or refrigerant line) was replaced as it was leaking. The system was regassed and is now running on Auto. The AC had not run from some years, as I used to live in a colder area of the UK.
Do the Pistonheads community have any suggestions on how to troubleshoot or resolve the issue?
Are there any Pistonheads forum threads that will help me here?
Would a sound file help diagnosis - I do not see a file upload capability on the Pistonheads forum?
