Best websites for car deals?

Friend of mine wants to buy a new Golf GTI, he’s locked on a Golf GTI and nothing else, has to be that, hes got 20k cash and would like to finance the rest, he wants to pay it off ASAP.
He asked me to help him as he doesn’t know much about cars and what not so I told him VW dealerships won’t like that as they don’t make as much money unless it’s those PCP/HP deals so will be full list price which happens to be 28k. I couldn’t believe it I thought Golf GTI’s were meant to be affordable, 28 grand!
Anyways I went on carwow and to my surprise, a few dealers got back to me with a £3,300 cash price discount. It surprised me as when I searched autotrader as 5,000 mile examples were going for 25-26.
So my question is, anybody know of other websites or dealers that offer bigger discount? The examples on autotrader going for that price we’re all manual non leather examples so I’m trying to figure out what I’m missing here, is there a long build time on golfs, why are physical examples with 5k miles the same price as a brand new one from the factory
