High rev when stopping.

I noticed when driving and press the clutch at higher than 1500rpm the revs drops to 1000 rpm then goes to 1500 rpm than slowly too 800-900.rpm
It happens also when i put in neutral, If i'm lower than 1500 it goes slightly up then holds there for second and drops slowly to 800-900rpm.

The throttle cable is tight, Any ideas what it could be? right now i'm limited to space to get car inside and it's -9degrees...

You don't say what car/engine is involved, but I'm going to guess it's a petrol engine. Some idle speed controllers will hold the throttle open slightly during overrun (I think it improves emissions) and then close it once the engine comes back down to idle. The effect might be more pronounced if the idle control valve is sticking.
