M4 accident statistics

In the absense of sense and accident details from WCP, can we try from our own resources to determine whether the KSIs they are using to justify the scameras on the M4 were 'exceeding the NSL speed' related.

Incidentally, I used to live near J14 of the M4 and recall a particularly nasty accident almost exactly three years ago (end of March 2002). I suspect this is where they are getting the justification of '3 or more KSI' in the last three years.
The accident was caused by a pensioner leaving Membury services and travelling west for 5 miles.....on the eastbound carriageway! He died, but so did a poor unfortunate who couldn't get out of the way.

I found these:
29 March, 2005 - a lorry burst a tyre and collided with two cars between junctions 17 and 16.
A female driver of a car involved in the collision suffered injuries.

On 23 August 2002, thousands of bank holiday motorists were left stuck in jams after three major road crashes in 15 minutes on a short stretch of the M4 motorway. One vehicle cart wheeled 12ft down an embankment at junction 17 near Chippenham, Wiltshire, at about midday.
Just 15 minutes before that, a caravan had jack-knifed and blocked all three lanes on the eastbound carriageway at junction 15.
Minutes later, a BMW driver on the westbound carriageway, looking at the accident, smashed into another car. The motorway was closed for nearly three hours while wreckage was cleared.
Sorry, but no injury information. second and third incidents do not appear to be (>NSL) speed realted.

Since I live and use that section frequently I have a good idea of what is going on. Cant remember dates, but here is an idea of the most recent:
Lorry fire (MOD truck) - closed M4 (or was it M5?)
Lorry hit lorry - closed M4
Car transporter spills cars on both directions - closed M4
Lorry smashes through central barrier - closes M4
Car goes down embankment - single vehicle accident
Car gets squashed by truck - BELOW speed limit closes M4
This is all in the last 6 months....
I dont know much about beyone J18 as I rarely go that way. But I am lead to believe by those who do, its cars ploughing into stationary traffic due to the M32 and M4/M5 interchange clogging up.....
So where is the speed then?
