As per the title, it doesn't look like a verruca or a wart and its to hard for a blister, its pretty painful to stand on.

Assuming it is hard it appears to be a callus or corn. Basically an overgrowth of skin.

3. Wipe away any residue with clean cloth.
4. Pop a plaster over if you're feeling soft.

Ah, I've seen this before. Miss Hoy-ching on Bangkok row - major big toe under oxter chaffing due to giving excessive numbers of cock footjobs each day would be my professional *opinion. Or badly fitting socks or wearing the same socks day in day out after they loose cushioning. Or indeed wearing the same shoes day after day after day as you preferentially squeeze out the cushioning and leave hard spots in each sole.

Use boy scout method, heat up a needle or soak it in alcohol to sterilise. Stab lump to release fluid. Hold cotton wool with alcohol on against ex-lump to remove any further fluid. Stick Compede toe plaster on (make sure you have these before you start).

2 options, one it's a callus of skin, doesn't look red around the edges but that doesn't mean it's not a pus filled lump akin to a custard doughnut. Other is it's a pus filled lump. If that was on my hoof I'd be at it with a pair of nail scissors before the farrier decides I should be taken out and shot.
