Why does Prince Charles wear a skirt?

Noticed that when he and the lovely Camilla went to open a playground yesterday (not that it had been very well secured, it was full of kids already) he was wearing a kilt. Seems odd as his mother is of German descent and his dad is Greek, he is the Prince of Wales and his Duchy is in Cornwall. Doesn't exactly make him Rob Roy, so why the tartan?

His grandmother was Scottish, hence his mother is not German.

I thought he was part of the House of Windsor nee Sax-Coburg (sp) or should that be the Clan McSax-Coburg?
Just seems a little odd to wear the national dress of the place you are on holiday in. Unless you are on the Costa Brava wearing a Sombrero and carrying the traditional straw donkey.
