You need to read Road Vehicles (Reg and Licensing)Regs 2002. Part 4 SORN.

This states at 5(3) that SORN declaration has to be made on the day following the end when the Licences expired.

As far as I am aware SORN was brought in to do away with the black economy of going for an extra one or two months at the end without paying and chancing being caught without one. So simple, at the end of the Licence to carry on using untyil the end of the next month,relicensing and declaring the motor had not been used on a road during that time.

It also brought about in house cleaning for DVLA so that it had a continuous record of the vehicle and its state in relation to duty paid/exempt(SORN), very handy for the electronic enforcers ANPR etc. Also it enables their computor to do a monthly cull of vehicles that have not had their Licence renewed or SORN declaration by the start of the next month. ound fine. Another example of revenue raising?
