Zoom in - looks like soap suds left from cleaning it. Or possibly tyre dressing foam. It's not paint, anyway.

You can get a 1600x1200 version of that pic and zoom in, it looks 'foamy' to me, rather than paint.

You can tell from the picture above your post that it's definitely foam and not paint!

Would a group buy at specsavers help?

That is paint overspray onto a badly perished tyre sidewall. When the tyre gets changed it will look okay assuming the paint doesn't come off during the tyre change.

Looks like it to me too, but my eyesight isn't what it was even though I've been to specsavers
