Big Building Social Rates

I see a lot of ex warehouses turned into event areas becoming either registered arts charities or going down the social route. I guess this is so they can write off the rates bills normally associated with large warehouses i.e 30k feet+. Any ideas how councils feel about this?

80% mandatory charitable relief is funded by central government I believe. Although I could be out of date on this point..
