It's not common practice to skim the heads during the conversion, but some do and I am having mine skimmed.
40thou is the amount to take off for Red Rose compression, but my advice is to be careful.
So far as I know, 40thou is the most you can take off before the timing cover becomes impossible to align. After that if you ever need to skim it again, things become tricky and you might require new heads.
Someone please correct me if I am mistaken.

40 thou was required anyway to take away putting over firing rings - and even this has left a little corrosion outside the rings. More has bee skimmed in the past I am aware. But wanted to know what the norm was on 4.7s:-) I am a fan of compression. My Chevy engines are all over 12 with a 4.1 inch bore
