Asking on behalf of a friend but the same has happened to me.

Driving along, 70mph, all of a sudden the gantry changes to a variable limit of 40mph. Talking yards from the gantry when this happens but still flashed. This is one of the ones in the top of the gantry and not the yellow side ones.

Happened to me last year - late at night, 6 cars in front tops, gantry changes to 40, they all get flashed, i slam on and almost cause a crash but i didnt get flashed so its ok......

Is there some sort of time frame where the cameras dont register so as not to be totally unfair? Or is that too much to ask. His fine will be 100% weekly income and 4-6 points I believe if it comes through. I am certain that some cretin sits there waiting and just does it for fun.

There's a delay of 10 seconds from a change to lower speed limit and that limit taking effect.

There is [almost certainly] an additional period of grace between a limit change and commencement of enforcement.

Also, I seem to recall variable speed limits do not drop by more than 20mph between consecutive gantries.

If your friend was flashed then, assuming there were no malfunctions with the camera units, I wonder whether his tale is entirely accurate.

Is it possible that the camera flashed because the software inside the speedcamera system decided [speed of vehicle > displayed speed] and so took a picture, but the ticketing office might scrap it when they check that it was within a sort of grace period?

This is just a guess btw.

10 seconds is the minimum time between the sign changing and enforcement, 1 minute is usual. Either gives plenty of time to adjust your speed without having to stand on the brakes.

HADECS2 cameras (the ones above you head) have mostly been turned off now in favour of HADECS3, but there could be the odd active one somewhere.

Where exactly on the M25 did these events take place?

This was more or less discussed to death on this thread a few weeks ago. It started out about the Red X, but drifted onto variable speed limits very quickly. It’ll save on the same arguments being typed out again.
