after reading a couple of threads about people being reported for things (old lady reports someone who she thinks is driving dangerously) where is the line drawn before their actions could be regarded as malicious?

Bryan,
my archives are jammed full of cases where the prosecutors totally ignore the guidlines laid down in Renton&Brown as to how a prosecutor should proceed in determining the motif for prosecution.
In reality what takes priority is local and central government political pressures, the desire to increase prosecution and hence conviction rates, and in a disturbing number of cases, sheer bloody mindedness!
