Yellow cameras non-reflective.

Just remembered something about my drive up the M4 on Friday. There's a couple of cameras been put up near jcn 17/18 in roadworks. I knew to expect them and noticed the flashing well ahead of time (9pm

But I realised that althought the yellow signs near the camera were reflecting brightly, the camera itself wasn't...
So, is this legal? (Probably.)
But can it be argued that, as the camera isn't properly marked the cash should go to the treasury rather than the scamera partnership? At least that should make a dent in their revenue stream

I think the actual regulations are that to enable the camera partnership to retain a higher percentage of the 'income' they must paint their cameras yellow, as well as signpost them, not obscure them and so on. However, its a grey area as to whether this regulation is just a guideline or a rule.
