The car was dumped, surely?

Parking outside our house is on the pavement, then failing that its in the road. Either way its not private or permit.
So I come home one night and notice a small car with a smashed passenger side window, parked out side our house on the pavement. Initially I think the poor sole has had something stolen. A week later, the car is still there. Window still broken.
Another week later, car is still parked and still sans window. I then check the MOT/Tax online and it doesn't have either and hasn't since August 2017. Neighbours all deny ownership so I report it to the council.
2 weeks later some cones appear around the car. That night they are gone, car is still there missing the window. Finally (after a chaser to the council) and after 6 weeks, the car is gone.
But, weirdly the council mailed me to say that when the officer came round to investigate there was no car. So all I can assume is either the pavement is private property or you don't actually need an MOT or road tax.
Or they took the car but this guy from the council doesn't have a clue what's going on.

How do you get from "there was no car" to "there was a car, but they didn't see a problem"?More likely is that the guy went to the wrong place, so didn't see the car.

But I was surprised the guy from the council mailed to say they didn't think it was dumped just because by the time they got there it had gone. How many people would leave a car untaxed with no MOT and no tax with a smashed window on the road for 6 weeks?
I love the way you keep pointing out "still no window". Were you expecting it to grow back? Sure it wasn't just wound down? Or someone who dumped a non-insured non-taxed car was maybe going to pop back and replace it so it wasn't quite so much to the detriment of the local area?

I did state that it was smashed, so I didn't expect it to grow back. I did however expect someone to maybe secure the window within 6 weeks of leaving it on the pavement. I would have covered it and got it fixed in a few days. So many questions need to be answered

And unfortunately I believe a non taxed, non MOT'd and non insured car IS a detriment to the local area. Partly because I have to pay all 3 (as we all do) plus I have only lived there a few months so it was a bit of a shock to see a dumped car outside my house within weeks

Would it be any different if the exact same car, in the exact same condition had been left parked in the same place for the same time... but had that paperwork in place?TooMany2cvs said:

t, no? The only plus if it does have paperwork is you hope that at some stage, if someone is paying for road tax and upkeep, they'll at some stage come back and repair the window. If its states online that it has no MOT or Tax, I am not 100% confident that someone is that bothered about the vehicle.
We had a car dumped near us for over 8 months. Mot expired but the tax was valid when first reported so the council would do nothing. After the tax expired it was reported again, by which time it was covered in green slime. It was then reported every month until eventually after 6 months the council took it away.
Knowing the council it probably took them that long to have the requisite number of meetings about it before action could be taken
