Freeview without an aerial... you do know its a terrestrial broadcast from TV transmitters ?!
Why not just use a lot aerial (bigger than the ones on the outside of your neighbours house (make sure it the right 'group' and pointing towards the transmitter.)) and use the CAT 5 to pull through some RF coax ?

unfortunately not possible.thinking is there a way of plugging in freeview box in loft then sending picture over cat5??

No, needs an aerial. The internet connection is used for catch up apps, searching, etc.EDIT
