Some interesting statements in this hard to find pdf....read how theyre being advised to concentrate their message on "vulnerable" road users and widening their remit to gain more public acceptance.

A particular assertion made in it states:

The rules of the Programme are designed to ensure that the only motivation for participating in the Programme is to change driver behaviour and to reduce casualties. For this reason the rules state that:

Speed cameras must be located where there is a casualty problem related to speed"

I've just read this first one from the Institute of Highway Engineers. Unfortunately they will be perceived to be biased when proposing road engineering rather than cameras....

However, they make some good points which will be ignored. For example, publishing accident details for camera sites, indicating the number of accidents at sites, using surplus fines for safety education.

But I don't like the idea of engineering works to make new lower limits self-enforcing. Again it's self-serving for the IHE, but it's also a retrograde step. Consider if the government ever wakes up and raises limits again. Any road that's been crippled in the way the IHE suggests could not have its limit raised safely without high cost. This would effectively stop limits being raised. I know it's a long shot, but I do wonder whether it'll be like Sleeping Beauty and one day the princess will awake and common sense will come to life again.
