Interesting comment from the police that the excessive speed was picked up by ANPR cameras:

I knew that the ANPR cameras were technically capable as operating as average speed cameras, but have never come across the police actually stating they use them like this before. Anyone seen anything similar before? I presume they only use it to check for really excessive speed like this, particularly as this stretch of motorway regularly has cars doing 90-100mph.

The ANPR has loads of features that are never used built in, when we were testing them in the early 2000's we had to turn most of them off, there were simply too many hits. I guess they have them set up to detect really excessive speed, I note though he wasn't charged with speeding though so clearly the evidence isn't admissible.

It's not really surprising is it?

Didn't the French used to give tickets for average speed between tolls?

Urban myth.

The Autoroutes generate a lot of money in tolls.
They don't jeopardize that by threatening to time you and dish out tickets.

I don't think the ANPR cameras caught him - just located him after previous reports

That reads to me like someone (possibly another officer) reported the car at 150mph+ but could not stop it. They then found the car after an ANPR ping and then stopped the car and reported for offence... amongst others.

That’s exactly as I read it in the local rag last night. Sounds like they lost him after he came off the motorway at the Brabham/Collingam junction, there’s quite a few ways you can go from there with plenty of subsequent turns off, and then asked the ANPR people for a steer.

Give the speed and bald tyres? Good.
