"This foreign vehicle was abandoned in our car park and we have taken ownership of it for outstanding parking fees. The DVLA have no record of this vehicle"

Possibly. Maybe even probably.

There's really only one way it'll ever be resolved for certain - and that's a court case. It wouldn't be the first time, but usually more valuable vehicles are involved... Getting it on UK plates is easy enough, but a V5C doesn't say anything about ultimate ownership.

(It's a central Paris plate, issued in 1999, btw)

Hmm, steal a bike in France, register and sell in the UK.

Not sure if legal but I once registered a Dutch-registered car that had been abandoned and taken away by a scrap dealer. Didn’t have a registration document so I rang the Dutch ‘DVLA’ and got a letter with the date of manufacture on. Sent it off with an MOT cert and had a V5 in no time. I’m sure this probably does happen to stolen cars too.
