You could connect the fan to the battery with a fuse to test it but will need to hold on tight if it's not mounted to the car
Ignore the fact that the resistances of the fan motors are similar as this doesn't mean they are both good
So the upshot was the wrong rating of spade connector (blue 15A) had been used to supply the fans. The connectors were getting hot, the plastic insulation melted and they shorted out.
Lucky in a way this all happened in cold weather as one fan running may have not been enough in a hot summer.
