VW Touareg 3.0tdi poor starting, lack of power and juddering

I’ve got a 3.0tdi Touareg, it’s started juddering when in high gears at low revs but drop down a gear, higher revs that problem goes away. Poor at starting, spins and coughs a little then starts with a bit of smoke. Pulling away from junctions it lacks power until the revs get up a bit.
The only code that comes up is P1018 intake runner flap bank 2.

So I’ve changed all the injectors and put a flap motor on it.
I’ve had the intake off and checked all the runner flaps move freely.

On vagcom measured data 13 & 14, injector 5 is up at around +2<3, injector 6 around +1<1.5 and all the others are around 0> -1 but these figures were around the same before the injectors and flap motor were changed. It’s also still coming up with P1018.

Anyone got any ideas??

No I’ve not replaced the intake manifold

I'm pretty sure it the V6 diesels where the injector seals can cause issues; were these renewed also?

Which seals are you talking about?
There’s the o-rings on the leak off pipe, they’ve been replaced.
Copper sealing washer between injector and head are new as well.
