CL1 nominated worker, government, IR35

I'm coming to the end of a contract, there is the desire from the client to retain the services of my company under a new CL1 work package with a clear break between roles. Happy days.
However the words 'nominated worker' have been mentioned.
If my work practices and contract will be the same for the new work package, does 'nominated worker' create any additional IR35 issues?
I'm not a named bod with any management responsibilities but 'nominated worker' worries me, seems like it will conflict with the agreed (but not exercised) right of substitution.
I'll speak to Qdos on Monday as they currently deal with my contact reviews but I wonder if anyone here has been in this situation.

I've been contracting for ~15 years now, been in contract with this client ~2 years. Completed the work package the current contract was for.
Now the position is a new role, same client. Rather than an extension, this should be a new work package and new contract to deliver a different piece of tech.
