Setting up Throttle pots

Hi all have recently got my Laptop hooked to ECU and found lots of problems including malfuctioing 'pot'.
Have fitted and set up new one and the car seems much improved. However I cant seem to get the tickover down below 1000rpm. With the tickover screw backed right off and a little slack in the connecting rod the car still sits at 1000rpm???? Surley if all the butterflies are closed the car shouldn't run? Or can air enter the engine by another route??
I also have a synchrometer which I have tested all the cylinders with and they all seem relativley the same,is there any way to adjust each butterfly individualy or can they only be adjusted as a bank?

Chances are the butterflies aren't a great fit in the port or they may require seating by loosening off the screws that hold them to the shaft, then turning the shaft to hold them closed, then re-tightening the screws, don't be afraid to use loctite on these screws as you don't want them coming loose!
Or there may be bleed holes in the butterflies or leaks further down the manifold. that said a 1000Rpm isn't too high is it?
