Fuel tank breather ?

Hello all,
While lying under the wedge last night investigating some rattles I noticed that there is a small rubber hose coming out of the side of the passenger fuel tank visible from within the rear wheel well. It's about 2" long and has been blocked off with a bolt and jubilee clip.
I'm gussing that it's supposed to be attached to something, possible the drain pipe on the other side of the car maybe ?
Any ideas ? There is usually a petrol smell and it sometimes gets quite strong but I always just assumed that " they all do that "
Maybe it's down to the lack of breathers ? ?

I'll definitely have a look tonight then, the car runs alright, not perfect but alright so there must be a return somewhere I would think.
Just to make sure, it is the small bore pipe on the outer side of the passenger tank that you're referring to ? Don't know how good my description was

Yes, it comes out from the top of the outer side of the n/s tank, at 90 deg. from the long axis of the car. It should be 5/16" bore.
