I've seen this on a A55 North Wales expressway recently, but also on occasion in Scotland, where the dual carriageway (or motorway in scotland) goes from NSL to a sign showing 70 in a red circle, then back to NSL after a couple of miles.

Anyone know what the difference is between the 2 signs (Apart from the obvious).

Any vehicle limited to lower speeds on an NSL now can travel up to 70mph has always been my understanding.

No, no type of vehicle is specifically limited in NSLs but not elsewhere. When LGVs were restricted to 40 on single carriageways this still applied if there was a posted 50 limit.

You are quite correct, I was thinking of vans.

The max limit for specific vehicles stays the same

I believe it relates to sections of the A55 being a special road, see link below
