Lacquer overspray?

I had a couple of very minor paint chips to my door filled in two weeks ago, at the time the car (sapphire black F31 BMW) was pretty grubby but I gave the door a good wash before the work was done by a mobile paint guy.
The car has had a thorough hand wash by myself today and I’ve noticed that the sill beneath where the door was fixed is filthy, won’t wash clean and has a rough texture to it. All I can guess is that there has been overspray of lacquer on to what would have been dirty bodywork at the time of the repair.
I’m going to call into the main dealer bodyshop in the morning to get a professional opinion but just wanted to see if that sounds like a plausible reason for the marks?
