Advise please, just purchased a 1958 registered car which has not been MOT tested since 2013 and been off the road since. As the car is not required to be MOT tested do I simply tax and insure the car for use or are other measures required?
The car is fully road worthy as it stands.

I believe the vehicle must have been reclassified from LGV to 'historic vehicle' at some point for it to be tax and MoT exempt. As log as this is stated on the V5c then all you need is insurance.

Don't forget if you are pulled over it must be roadworthy. Bald tyres or non-working lights for example are more serious an offence than no MoT anyway.

Check the DVLA website with the reg number. It should say MOT Exempt, irrespective of when it last had an MOT.
Assuming it was on the road in 2012 or thereabouts, it will be noted as "Historic" or whatever they term the car as, so free tax can be had on line, as long as it has valid insurance.

Link if you need one
https://www.gov.uk/check-vehicle-tax

The car is probably on SORN, and it will show here.
There's nothing on this page to indicate Historic status for tax.
