I ordered some secondhand car parts off ebay paid via paypal, a week later this long time 100% business seller says "Unfortunately PayPal has closed our account as its new policy doesn't cover used car parts, they've frozen our account and funds for the next 180 days" via ebay messages.

He's going to issue a refund to 30 other ebay buyers.

Nothing here about used car parts not being allowed...I suspect you're being given the run around

https://www.paypal.com/en/webapps/mpp/ua/acceptabl...

I'd raise a dispute with PayPay asap if you haven't received your item or there is something defective with it.

he has just replied with a screenshot from paypal with.

"you can't use paypal anymore
at paypal, we value a safe community for our customers to do business. We noticed activity on your account thats not in line withour user agreement and can no longer offer you paypal services. Any bank account or credit card details linked to you paypal account cannot be removed."

The guys a proper vat registered business and owns a car workshop and car forecourt, he's spent all day trying to sort out with paypal and asked for 30 refunds which takes 24hrs to complete, sucks as I'm waiting on one part to put my daily back on the road.
