Wheel cleaning

Hi,

I have something on my 2 front wheels that wont wash off. The back grime on the wheels seemed to come off. Please see attached. Any reccomendations on exactly what it is and how to remove? the car is less than 1 year old.

Looks like damage to the paint.

If it isn't and the iron remover type cleaners (i.e. not acid based) don't shift it, no idea.
