I had something similar, I traced my issue to the dip/full beam switch, I don't suppose you have Leven storks?
In my case it essentially boiled down to the 20 year old switch no longer being physically man enough to support the additional weight of the Leven aluminum stork, which it was never designed for as the original Vauxhall storks were plastic and so considerably lighter.
Bumps in the road had the stork jumping up and down fractionally, which was making and breaking the switch contacts, effectively full beam was monetarily coming on everytime I hit a small imperfection in the road and I was involuntary flashing people with my super bright LED headlights causing confusion to oncoming traffic.
The solution for me was a sliver of business card to act as a shim/packer in the worn switch, admittedly a crude solution but I needed a quick field fix as it was night time, it was becoming impossible to continue my journey and the car was becoming a danger to other road users.
That was two years ago and no issues since so my ghetto workaround is still in place.
