On the M25 clockwise this morning just after the M40 junction. There were gantry signs showing a compulsory 50 limit, then a placard on the hard shoulder showing a roadworks 50 limit, then after the roadworks an NSL placard, then NSL on the next gantry a couple of hundred yards later.

Was the limit was 50 until the gantry NSL, and the roadworks signs meaningless? Or did the roadworks NSL sign mean the gantry 50 limit was ended or at least unenforceable?

so:

1. 50
2. 50 (repeater)
3. NSL
4. NSL...

whats the confusion? After the first NSL sign you can go at NSL for your vehicle.

If it was
1.50
2. 50
3. NSL
4. 50

I'd say you can increase to NSL until you get to the 2nd gantry at which point you should be doing 50 again.

But does any speed monitoring device on the gantry allow for the NSL roadworks sign?

Why would it matter?

Any such device will only care what the gantry sign says. If it says 50, that's the maximum speed you should be doing when you pass the gantry.

What the speed limit was before you reach the gantry does not matter to the device.
