I would assume (as it's not due at the start of the month) that that's the SORN date. But as it's overdue it's no longer SORN.

You can't tax a non MOTd car unless its exempt.
You can drive it to and from a pre-arranged MOT without tax.
When you get the MOT passed, you can tax it.

Is it possible the present owner purchased the car on 9th of march so it needs to be either taxed or sorned by him from that date.
