Boot release - gone from intermittent to not at all

Changed the micro switch under the badge and even without the badge it won't fire the release. Pulled the actuator out and "jumped" it with 12v from the boot light and it seems to fire. Putting a multimeter across the harness side of the actuator connector and I see a brief voltage jump but only to 4 or 5 volts. Should I be seeing more like 12v? Understand it's only momentary so maybe multimeter isn't best indicator. Don't want to replace actuator if it's ECU. Any pointers or suggestions?

Swap drivers and passengers door ECU to see if it cures it. If it does either dirty connector or ECU is dying.
