Hi guys,
Wetsanded a few areas today and ended up with this hoop type in one area the rest are fine just this one panel. Does anyone know what it is and if so how to remove it. Thanks.

You've been over aggressive, gone through the lacquer/clear coat and hit the paint.
Because it's a metallic you've now damaged the metallic particles in the paint, (hence the rings of differing damage to the metallic).
Metallics can't be successfully touched in - more especially on an area of that size.
Re-spray time I'm afraid

Not a great photo, but yes that looks like strikethough. Never a pleasant moment, but one of the risks when you are learning, thats why you practice practice practice on scrap panels before tackling anything of value.

Somewhere between £50 and £50,000 based on the amount of supporting information you have given us to go along with that question.

Thanks for the reply mate...lesson learnt haha how long do you think it would take before it gets worse or do you think it’ll stay the same..when I touch it it’s smooth as the surrounding paint and I used a cloth with polish to see if the paint comes off but nothing

It depends, once the sunlight hits it for a few months it might bubble, but more likely it will stay as is. My car has a couple of strikethroughs from 3-4 years ago and they haven't worsened, but my car has had a very poor sprayjob after a half arsed diy accident repair, different paint types can react differently.
Just think of it like you have given it your signature, like an artist signs his paintings.

I’ve got a clear coat pen at home, do you think if I just went over that area it would provide a bit of protection or will it be useless

Leave it. It already looks bad enough. Anything else you do will only make it worse.
