Is there a tattoo artist in the house

My wife’s friend has had breast reconstruction, she has to have every year a new nipple tattoo as every year the nhs tattooed nipple disappears, apparently they use a pigment based on poster paint.
Is this what pro tattoo artists use, based on my 20 year old tattoos which I can still very clearly see it can’t be.
Now this costs her £350 a year with the nhs.
Can a permanent tattoo be done.
