Because it isn't a "private road" at all. It's a part of the public highway for which a toll is charged to fund it's provision and upkeep. The "Wah, wah, it's not fair. Why can't I speed on this road? I've bloody-well paid for it!"

After all, it's a "private road", and if I pay to use it I should be able to do exactly as I please"People say the only dumb question is the one you didn't ask. It would seem that some PistonHeaders are in competition to be the exception that proves that particular 'rule'...

The road is owned by the government and is passed to a company to operate for the government. they get the money from the users and maintain the road for the government.

I very much doubt anybody has ever tried to pay for using it and been refused - so as long as you pay anybody can use it.
